Data and method

The report covers 1,615 personal injury and 554 employees’ compensation judgments. LOEC rates use explicit awards and refusals as the denominator. Missing values are excluded, not treated as zero. Injury categories overlap; a PSLA award can cover several injuries. Decisions in the same litigation can appear at different court levels, so the aggregate is a sum of recorded decision amounts, not distinct compensation payments.

Inflation conversion uses the Census and Statistics Department Composite CPI, base October 2019–September 2020 = 100. Awards before 1990 are not converted. The 2026 basis is the average of available published months, rather than a forecast of the full year.
