The Quantica Index, how it was built

We read 4,426 Hong Kong judgments in full, using a private AI model that runs on our own hardware rather than a public AI service.
The Index contains 2,169 judgments that assess damages, from the District Court to the Court of Final Appeal, 1976 to 2026. The indexed judgments contain 11.9 million words. The records include PSLA, loss of earning capacity, pre-trial and future loss, special damages and the total. Each judgment links to the original on HKLII. Stored quotations and paragraph references for PSLA and awarded LOEC support checking those figures.
Together they form the Quantica Index: HK$2,248,618,884 in awards. Recorded inflation-adjusted awards, using the average of the available published months for the current year, total HK$3,194,084,998 in 2026 dollars.
From judgment to index

- RecordWe record each head of damage, the plaintiff’s age, occupation and income, injuries and employees’ compensation.
- TraceFor PSLA and awarded LOEC, we store the judge’s sentence and paragraph reference where the judgment supplies a numbered passage. We preserve unnumbered source tables as such.
- IndexInjury and occupation categories include synonyms. Full-text and meaning-based search help find comparables. Awards from 1990 onwards can be expressed in 2026 dollars using the Composite CPI (October 2019–September 2020 = 100); the current-year basis is the average of the available published months.

Source checks and limitations
1,376 of 1,377 PSLA awards and 442 of 442 awarded LOEC decisions have both a stored quotation and numbered paragraph. Where the source is an unnumbered table, check the linked decision directly.
What is not included
Settlements, unreported decisions, liability-only judgments and interlocutory rulings are excluded. We also exclude hypothetical assessments in dismissed claims and costs rulings that only repeat earlier awards. Where a court assesses damages but prior compensation fully offsets the amount payable, the recorded net award is zero. A published decision can later be appealed, distinguished or overturned; always check its subsequent history.
